Ah, needle exchange. Still so many against it.

As wiki nicely puts it:
A comprehensive study by the World Health Organization (WHO) in 2004 stated that there is a “compelling case that Needle & Syringe Program’s substantially and cost effectively reduce the spread of HIV among IDUs and do so without evidence of exacerbating injecting drug use at either the individual or societal level.” The WHO’s findings have also been supported by the American Medical Association (AMA), which in 2000 adopted a position strongly supporting NSPs when combined with addiction counseling.
None of which matters a whit against bullet-headed moral arrogance, often assisted by hypocrisy. Is that his third beer of the evening, or the fourth?
And of course, Springfield still does not have a needle exchange program. Holyoke finally has one, but only because the new mayor set it up of his own volition (the city council claims he doesn’t have that authority – we’ll see if the program lasts).
There is a lot more conservatism in Massachusetts than most people would think.
