I would argue that this really is more of an editorial issue rather than a proofreading issue. Proofreading is more about layout and adhering to a design standard. This is more like line editing – looking through the text and making the flow smoother (and yeah, if I saw a heap of semicolons everywhere, I’d probably break a few into separate sentences).
